National Policies Drive the Shift: Fluorine-Free Greaseproof Paper Emerges as Industry Standard


Recently, the National Food Safety Risk Assessment Center, entrusted by the National Health Commission, is leading the revision of the “National Food Safety Standard for the Use of Additives in Food Contact Materials and Products” (GB 9685-2016) and which has opened it up for public comments. This move sends a clear signal: the “fluorine-free” transformation of food packaging materials has entered its countdown!

Traditional greaseproof paper relies on fluorinated compounds (PFAS) for its oil-resistant function. However, PFAS, due to its “forever chemical” characteristics, easily accumulates in the human body and the environment, posing health and ecological risks. This standard revision marks China’s accelerated elimination of fluorinated additives, promoting the upgrade of food packaging towards safer and more environmentally friendly options.

Fluorine-Free Greaseproof Paper: A Dual Choice for Health and Environmental Protection


Currently, there are two main types of mainstream fluorine-free greaseproof paper on the market. These are environmentally friendly alternative developed to address the environmental pollution and health risks of traditional fluorinated oil repellents (such as PFAS/PFOA). Based on raw material sources, they are mainly divided into two categories: petroleum-based and bio-based.

  1. Petroleum-Based Fluorine-Free greaseproof Paper
    Production Principle: A low-surface-energy coating or physical barrier layer is formed on the paper surface using petroleum derivatives, reducing the penetration of oil and water.

    •Delivers stable performance: Achieves KIT 6 oil resistance. Excellent high-temperature resistance, suitable for hot food packaging. Abundant petroleum raw material reserves, mature production processes, and controllable large-scale production costs.

  2. Bio-Based Fluorine-Free Greaseproof Paper
    Production Principle: Utilizes the self-assembly, modification, or compounding of biological macromolecules to construct nano-barrier structures.
    ✅ Advantages
    •Environmentally Friendly: Raw materials are renewable and compostable. No bioaccumulation toxicity, in compliance with European and American PFAS bans.
    •Multi-functional: Oil resistance can reach KIT 6, capable of resisting 85℃ hot oil for 30 minutes without penetration.
    •Food Safety: Bio-based components (such as cellulose, chitosan) are GRAS (Generally Recognized As Safe) substances with no migration risks. In May 2024, the group standard “T/CSTM 01169—2024 Evaluation of Fluorine-Free Greaseproof Plant Fiber-Based Materials for Food Contact” officially released, led by the Environmental Paper Industry Professional Committee of the China Chemical Information Association, and will be implemented starting August 16th. Nanwang as one of the important drafting units of this standard, deeply participated in the formulation of technical indicators and testing validation, providing quantifiable green evaluation criteria for the industry.
